CITY OF BENTON

FEBRUARY 16, 2009

The governing body of the City of Benton, Kansas met in regular session at the usual meeting place in the City at 7:04 p.m.  Mayor, Ken Gile presided and members of the governing body were present as follows:  John Gahagan, Jim Thompson, Dan Carpenter and Gene Harrison.  Kathy Gomez was absent.

APPROVE MINUTES
Jim moved to approve the minutes from the January 19, 2009 meeting.  John seconded.  Motion carried 4-0.

Ryan Riggle updated the council on his progress with 230 S. Wichita.  He is running behind on the time frame he gave the council but is making progress slowly.  Also Scott Galloway has notified him that he has a vehicle with an expired tag.  He will get rid of it.

Charles gave an update on 380 N. Wichita.  Demolition is scheduled to begin very soon.

FLOOD INSURANCE
Tom Morley with the State of Kansas presented information on Flood Insurance.  Steve Samuelson will help with applications and all paperwork.  There will be a Resolution to pass, an application for participation in the National Flood Insurance Program and if accepted an Ordinance establishing participation in the program.  This will allow for FEMA proceeds.

BOUNDARY ORDINANCE
Dan moved to approve Ordinance 2009-02, establishing the boundary limits for the City of Benton.  Jim seconded.  Motion carried 4-0.

COMPENSATION FOR JUDGE
Judge James Wilson has requested an increase in his monthly compensation.  Gene moved to raise the judge compensation to $200.00 per month.  John seconded.  Motion carried 4-0.

LED SIGN
Benton Lions have found a sign they are interested in and will have it at the March 3 Lions meeting for a demonstration.  Council members may attend the meeting to view the sign.  At the present time they are looking at attaching the sign to the City Building. 

BENTON DAYS
The Lions have requested the City to sponsor fireworks show ($1100 - $1500) and or commemorative coins for the 100th Anniversary of Benton. 

Gene moved to pay the $1100.00 for the 12 to 15 minute fireworks show.  Jim seconded.  Motion carried 4-0. 

Gene moved to pay up to $1000.00 for the coins.  John seconded.  Motion carried 4-0.

DEPARTMENT REPORTS
Dale                 -Will have estimates for the ceiling in the City Bldg.
                        -The quote for the roof at the Community Bldg. is $11475.00

Gene moved to accept the quote from Melton Industries for $11475.00 to seal and repair the roof on the Community Building.  John seconded.  Motion carried 4-0.

Charles -update on cases

APPROVE BILLS
Dan moved to approve the bills as presented.  Jim seconded.  Motion carried 4-0.

RECESS
Dan moved to recess the meeting until March 3, 2009.  John seconded.  Motion carried 4-0.

RECONVENE
The meeting is reconvened at 7:00 p.m. on March 3, 2009.  In attendance is mayor Ken Gile and council members James Thompson.  Gene Harrison and Kathy Gomez arrived at 7:30 p.m.

Benton Lions Club displayed a LED type community sign and agreed to pay for the purchase of the sign if the city would pay for the installation.

Kathy made a motion to accept the Loins donation of the sign and for the city to cover the cost5 of the installation.  James seconded.  Motion carried 3-0.

James moved to adjourn the meeting at 8:15 p.m.  Kathy seconded.  Motion carried 3-0.
