CITY OF BENTON
OCTOBER 19, 2009
The governing body of the City of Benton, Kansas met in regular session at the usual meeting place in the City at 7:04 p.m. Mayor Ken Gile presided and members of the council were present as follows: John Gahagan, Jim Thompson and Scott Hartley. Dan Carpenter and Kathy Gomez were absent.
APPROVE MINUTES
Jim moved to approve the minutes from the September 21, 2009 meeting. John seconded. Motion carried 3-0.
BUTLER COUNTY SALES TAX
Chris Davis, Director of 911, and Jim Niess, Strategic Communications, presented information on the upcoming mail ballot election to increase the sales tax ¼ % for improvements to Butler County Emergency Communications.
Kathy Gomez arrived at 7:20 p.m.
MEMORANDUM OF UNDERSTANDING
An agreement between the City of Benton and Butler County for Butler County to handle the dispatching for the City of Benton Police Department.
Kathy moved to accept the Memorandum of Understanding with Butler County. Jim seconded. Motion carried 4-0.
CEREAL MALT BEVERAGE LICENSE
Duane Clemmens and Greg Largin have applied for a Cereal Malt Beverage License for consumption on the premises. They will be opening a restaurant at the Airport. Kathy moved to approve the application. John seconded. Motion carried 4-0.
CHRISTMAS PARTY
Council decided to have the Christmas Party this year at Stearman Field on December 12.
DEPARTMENT REPORTS
Dale -Cornejo will do the sidewalks on both sides of the street and bill the city for the West side in 2009 as previously approved and bill the East side in 2010 for budget purposes.
Kathy moved to accept Cornego’s offer to do sidewalks on both east and west sides of Main street and bill west side in 2009 and east side in 2010. Scott seconded. Motion carried 4-0.
-Waste Connections have a plan for employee shortage due to the flue. Trash pick-up schedules may change due to shortages.
Attorney, Rob Lane – informed council of the LKM memo on Cox Cable Franchise
Charles -Discussion on golf carts etc., No action at this time.
-Probation Officer payment schedule.
Council agreed to pay the Probation Officer $50 per month thru November. Charles will have a schedule for future payments at next month.
-the updated policy and procedures manual for the Police Department is finished.
APPROVE BILLS
Jim moved to approve the bills as presented. Kathy seconded. Motion carried 4-0.
